In short, the player fails to announce the size of his bet and only puts a part of it in the pot, then hesitates before placing the remainder of his bet in the pot. It's this hesitation that's illegal. The reason is that during the hesitation period the player making the string or slow bet can study the reactions of his opponents, and depending on these reactions he either makes only a partial bet or continues increasing the size of his bet.
