Control of a small-limit game can only be had by holding superior hole cards. What hole cards does one stay in with is easier said than decided upon. If you're the leader (first to bet) you need better cards than if you were last to bet.
Two aces in the hole are naturally the best hand. They are considerably stronger with only one active opponent on the showdown, but no other two hole cards will win more pots, regardless of the number of active players.
