Pot Limit At his betting turn, a player is permitted to make a bet or raise by an amount equal to the size of the pot. To keep such bets from getting too big, a maximum limit is usually agreed upon.
Table Stakes Each player puts up on the table in front of himself before the start of the game the amount of cash or chips he wishes to set as his own limit; this is known as a "table stake." Each player's table stake may be decided by a fixed minimum amount, but with no special maximum limit set. Or it may be agreed before the start of the game that each player must begin with an equal table stake.
